Ran into a situation where html images were showing red x's in the body. Security/download settings all looked good. After doing some research, this did the trick: In vista, navigate to the following key and delete it - HKCU\Software\Microsoft\Office\12.0\Outlook\Security\OutlookSecureTempFolder ... in the key, there should be an entry with the path to the folder. Delete the entry.
